ACTIVITIES AND DEPARTMENTS

The activities and services of the D.G.S.M as given below are focussed at improving the quality, productivity and economy in production cost of Omani products and thus assist in consistent industrial and economic growth and competitiveness of Omani products in global markets. The services strongly aim at consumer protection and consumer guidance and protection of health, safety and quality of life of population at large.

1) Formulation, review and updating of Omani National Standards in different fields of engineering and technology including consumer products. Sale and distribution and promotion and implementation of standards. Decrees for establishing Omani National Standards and the Decrees for declaring certain Omani standards as mandatory (for reasons of protection of environment, health and safety) are issued by His Excellency, the Minister of Commerce and Industry, Government of Sultanate of Oman.

2) Maintaining Metrology National Standards, enforcing legal metrology and providing services in legal and industrial metrology and calibration.

3) Testing and analytical services to the Government, public and private sector entrepreneurs and the public at large.

4) Assaying of Precious Metals and testing of Gem stones.

5) Testing and quality control of domestic and imported products and commodities to ensure their compliance with Omani Standards specially with regard to health and safety in context of country's climatic conditions, protection of environment and social and religious aspects.

6) Operation of schemes and providing related services concerning Quality Control and Quality Assurance, Product Certification Mark, Quality System Certification/ Registration, Environmental Management System Certification/Registration, Hallmarking of gold jewelry, Conformity Assessment and Accreditation.

7) Monitoring labeling information on food and food products under the Government's (Ministerial) Decree on Food labeling and Safety.

8) Verification of 'Certificate of conformity to standards' for consignments of products imported into Oman, particularly motor vehicles, passenger car tyres and electrical house hold products.

9) Issuance of validity certificates for exporting food and food products to GCC* Gulf Arab countries and other countries.

10) Implementation of standards and standards promotion, diffusion of knowledge and advice on standards and standardization to Government, industry and commerce and common citizens.

11) National Laboratory Recognition Scheme for the Competence of Testing and Calibration Laboratories in Oman.

12) National Accreditation Scheme for Conformity Assessment Bodies Operating in Oman.

13) Co-ordination in standardization and related activities, on behalf of Sultanate of Oman with other standards bodies and organizations at national, GCC, regional, and international level.

14) Representing the Sultanate of Oman and participating in the cooperation projects, conferences, meetings etc at Regional and International Standards Organizations. * Gulf Cooperation Council for Gulf Arab Countries. * Member of the Standardization and Metrology Organization for Gulf Co-operation Council for Gulf Arab countries. * Member of the Arab Organization for Industrial Development and Mining. * Representing Oman in the Standardization, Quality, Conformity Assessment, and Accreditation projects and conferences of the Indian Ocean Rim-Association for Regional Cooperation (IOR-ARC). * Correspondent Member of International Organization for Standardization (ISO). * Correspondent member of International Organization for Legal Metrology (OIML). * Member of the British Standards Institution (BSI) and the American Society for Testing and Materials (ASTM).

15) National Enquiry Point for the World Trade Organization Agreement on Technical Barriers to Trade (WTO-TBT) and the Agreement on Sanitary and Phytosanitary Measures (SPS). The Government of Sultanate of Oman has designated the Directorate General for Specifications and Measurements (DGSM) as the 'National Enquiry Point and the Information Center for WTO-TBT and WTO-SPS, to disseminate information and to answer reasonable inquiries on WTO-TBT and WTO-SPS to interested parties in Oman and in other Member States.

The Directorate General for Specifications and Measurements, headed by the Director General, comprises of the following four departments each headed by a Director, reporting to the Director General, Administration and Finance section and a Library and Information Centre.
